MEF’s Southeast Asia Executive Council increases collaboration between key MEF stakeholder communities and the Southeast Asia service provider industry to accelerate the velocity of network transformation across the region and bring important region-specific insight and intelligence to MEF’s Board of Directors and Technology Advisory Board (TAB), informing MEF strategy, investments, and priorities in Southeast Asia.
Council members are selected to serve a one-year term based on their thought leadership and extensive knowledge in network transformation strategies. The council focuses on automation adoption, standardization, and future business practices in the region.

Paul Gampe became Chief Technology Officer (CTO) of Console Connect by PCCW Global in late 2017 and is able to draw on 20 years’ experience in IT operations, software development and international business.
He had previously held CTO posts at Console Connect Inc and NEXTDC, and served as Vice President of Worldwide Engineering Services and Operations at Red Hat.
Operating as a senior software executive with a substantial technical foundation, Paul has led multidisciplinary teams globally for over 20 years.
Paul holds a wealth of experience in all aspects of the software industry – especially in terms of acquisitions, investments, development, quality engineering, program management and operations – and has led multi-disciplinary teams on a global basis. He is expert in open source technology, has worked extensively in the fields of cloud computing, networks and data centres, and has earned a track record for delivering outstanding financial results.
Earlier in his career, Paul was General Manager of TWICS, Japan’s first public Internet service provider. In the late 1990s, he led technical operations for the Asia-Pacific Network Information Centre (APNIC), which is one of the five Regional Internet Registries (RIRs) responsible for ensuring fair distribution and management of IP addresses and related resources.
With experience in cloud, networks, data centers, and open source globally, Paul has developed specific expertise in the open source technology landscape. As a highly effective manager, he has a proven track record of managing global teams and products whilst delivering outstanding financial results.

He is responsible for enterprise products innovation and management of Singtel’s global voice and data networks, ICT, Cyber, Cloud, and enterprise mobile & IoT portfolio of services, including incubation of new emerging businesses such as software and data analytics services. In addition, he also oversees the commercial pre-sales function for ICT, Cyber, and Cloud businesses. Kwee Heng spearheads StarHub’s network transformation program to architect and build a cloud-native digital network that is both agile and programmable. Coupled with the extensive use of AI, the intelligent and predictive platform will foster innovation, simplify network operations, and improve customer experience.
In his previous role, Kwee Heng heads the Mobile Network practice and is responsible for the design, build, and operation of the 5G SA & NSA, and LTE mobile networks. Under his leadership, StarHub won numerous accolades as the leading mobile network operator both in Singapore and Internationally. He brings with him more than 20 years of leadership experience across both technical and business roles in building nationwide infrastructure across a broad range of technologies, including mobile and optical, and security networks.
